
The establishment of over 150 football supporters’ trusts have given many football fans a real say in the manner in which their football clubs have been run.
Cultural and sporting bodies play a powerful role in the life of the nation and often receive large public subsidies. How can we ensure that these organisations put the needs and interests of their fans and enthusiasts first?

The replacement of the board of governors with the BBC Trust early last year was the first step to increasing its credentials as the voice of the license payer. But does it go far enough? Numerous commentators have repeatedly highlighted the weak level of democratic accountability. With huge sums of public money being spent annually does the public really have enough of a say on the ‘how’ and ‘what’ in the delivery of services and programs?
Can the license system survive for another decade if the BBC continues to ignore consumers’ interests?
In our last years manifesto, we suggested that the Government should consider the conversion of the BBC to a mutual organisation owned and controlled by licence payers as well as the British government.
Do we still think that this is the case? How would this work and what would this model look like?

Sounds excellent! Let’s run the BBC together! What would it look like: license payers would need the facilities to participate and organize themselves in local branches, regional divisions and national committees. The internet would be an excellent tool for this with the BBC providing the facilities for the election of representatives, decision making, and discussions through its website. But a large part of the necessary information to make the informed decision could be provided by the tv itself, in the form of interactive text pages or maybe a dedicated channel following on the model of BBC Parliament.

A peoples broadcasting service, yes it is a good idea, and is in fact Party Policy, Wessex Party Council, proposed the motion at Party Conference held in Bournemouth, and that policy has not been changed since then. In fact the idea was thought of when the governement reviewed the licence for BBC, but it did not seem to go very far. With the way that the BBC is now advertising its own programmes, and selling series to other broadcasting organisiations around the world is there the possibility that we could do away with the licence fee, or possibly even turn it in to such a low figure of say a £1, which would then give the licence holder the same rights as members of the various retail societies for people to stand for the area commmittees etc.
